Previously, President Bush and other officials had emphasized uncertainties in understanding the causes and consequences of warming as a reason for rejecting binding restrictions on heat-trapping gases.<\/p><\/blockquote>\n<p>The &#8220;bureaucracy&#8221; must be hard at work again.
