But if the government and employers can use this technology to keep track of workers, why can&#8217;t it be made available for everyone?  And why not combine the two technologies, so that the eye in the sky can monitor where the cards (and their bearers) are?<br \/>\nIt sure would be easier for the government to do certain things if it could keep track of where everyone is located.
