The investigation raised the possibility that the results of the referendum could be called into question.<\/p><\/blockquote>\n<p>Back when Saddam held a &#8220;referendum,&#8221; pundits and the America media used <a href=\"http:\/\/www.chron.com\/cs\/CDA\/ssistory.mpl\/side2\/3015164\">a 99% &#8220;for&#8221; vote<\/a> as prima facie evidence that the election was rigged.
