Think back just a few years, before hurricane Katrina.  If someone had told you that oil would soon be selling at $140\/barrel, and gas at $4\/gallon, you probably would have surmised that such a price shock would really shake things up.<br \/>\nIndeed, the price spike has brought dramatic changes: <a href=\"http:\/\/money.cnn.com\/news\/newsfeeds\/articles\/apwire\/715468b3acdcd50d1a1e9aa03fff38b8.htm\">people are driving less<\/a>, <a href=\"http:\/\/www.freep.com\/apps\/pbcs.dll\/article?AID=\/20080701\/BUSINESS01\/80701045\/1014\/BUSINESS01\">SUV sales have plunged<\/a>, <a href=\"http:\/\/money.aol.com\/news\/articles\/_a\/fuel-costs-could-bankrupt-more-airlines\/20080716112709990001\">airlines are going bankrupt<\/a>.<br \/>\nBut what about in Washington, and in state and local governments?  Are we seeing a dramatic sea change in energy policy?  I&#8217;m afraid not.  Yes, there&#8217;s talk of drilling and more talk of alternative energy.  But we need more urgent and comprehensive action.<br \/>\nWe need to be dramatically expanding our public transportation system.  We need to be making huge investments in <a href=\"http:\/\/www.theoildrum.com\/node\/4301\">electrified rail<\/a>.  We need to be rethinking the way our entire cities are designed.<br \/>\nWhat will it take to instill in our elected leaders a sufficient sense of urgency to act?  $160\/barrel oil?  $180?  $200?
