{"id":394,"date":"2003-12-30T08:42:42","date_gmt":"2003-12-30T13:42:42","guid":{"rendered":"http:\/\/www.brianarner.com\/weblog\/wordpress\/2003\/12\/terror_threats\/"},"modified":"2003-12-30T08:42:42","modified_gmt":"2003-12-30T13:42:42","slug":"terror_threats","status":"publish","type":"post","link":"http:\/\/www.brianarner.com\/weblog\/2003\/12\/terror_threats\/","title":{"rendered":"Terror Threats"},"content":{"rendered":"<p>Many of you probably learned about this yesterday, but I want to include it for the historical record:<\/p>\n<blockquote><p>&#8220;<a href=\"http:\/\/www.sfgate.com\/cgi-bin\/article.cgi?f=\/news\/archive\/2003\/12\/29\/national1426EST0580.DTL\">FBI Urges Police to Watch for People Carrying Almanacs<\/a>&#8221;<br \/>\nThe FBI is warning police nationwide to be alert for people carrying almanacs, cautioning that the popular reference books covering everything from abbreviations to weather trends could be used for terrorist planning.<br \/>\nIn a bulletin sent Christmas Eve to about 18,000 police organizations, the FBI said terrorists may use almanacs &#8220;to assist with target selection and pre-operational planning.&#8221;<br \/>\nIt urged officers to watch during searches, traffic stops and other investigations for anyone carrying almanacs, especially if the books are annotated in suspicious ways.<br \/>\n&#8220;The practice of researching potential targets is consistent with known methods of al-Qaida and other terrorist organizations that seek to maximize the likelihood of operational success through careful planning,&#8221; the FBI wrote.<\/p><\/blockquote>\n<p>The government did acknowledge that not everyone reading an almanac is necessarily a terrorist:<\/p>\n<blockquote><p>The FBI noted that use of almanacs or maps may be innocent, &#8220;the product of legitimate recreational or commercial activities.&#8221; But it warned that when combined with suspicious behavior &#8212; such as apparent surveillance &#8212; a person with an almanac &#8220;may point to possible terrorist planning.&#8221;<\/p><\/blockquote>\n<p>For their part, manufacturers of these dangerous instruments appear to be cooperating with authorities:<\/p>\n<blockquote><p>&#8220;While we doubt that our editorial content would be of particular interest to people who would wish to do us harm, we will certainly cooperate to the fullest with national authorities at any level they deem appropriate,&#8221; [Old Farmers Almanac] publisher John Pierce said.<\/p><\/blockquote>\n<p>That&#8217;s comforting.
