This happened in the city I live in. In fact, since I work for the county govt., I know the police officer quoted in the story quite well. Maybe I can find out how this could have happened. How drunk do you have to be not to notice a headless person in your vehicle???

Just drunk enough to make it the last 12 miles home. This may help explain what I see on the roads from time to time.

But, then again, I live in Sin City… So, to me, a headless copilot is nothing really all that impressive… (CSI anyone…)
